Art. 4 Overview

Article 4 of the EU AI Act requires providers and deployers to take measures to ensure a "sufficient level of AI literacy" for all staff who operate or use AI systems. This obligation is not limited to technical roles — anyone who interacts with, oversees, or makes decisions aided by a high-risk AI system must be able to understand its capabilities, limitations, and the human oversight responsibilities assigned to them. ActLoom provides built-in training modules, graded assessments, and automated certificate issuance to document your organisation's compliance with this obligation.

Who must be covered

• Providers — Internal teams who develop, train, or maintain the AI system — engineers, data scientists, product managers.
• Deployers — Organisations deploying high-risk AI systems must ensure all human oversight staff hold a current AI literacy certificate.
• Human oversight roles — Anyone assigned under Art. 14 to monitor AI output quality, intervene in automated decisions, or review system behaviour.
• AI Act compliance staff — Anyone responsible for maintaining technical documentation, post-market monitoring records, or incident reports.

Enabling the AI Literacy Programme

Navigate to Settings → Company → AI Literacy Programme and set the status to Active. You can also add a policy URL linking to your internal AI usage policy — this URL is shown to team members on every module overview screen.

Modules & Assessments

ActLoom structures AI literacy into role-aware learning paths. Teams can assign onboarding modules, refreshers, and targeted assessments for human oversight, incident handling, and documentation owners.

Certificates

When a learner completes the assigned path and passes the assessment threshold, ActLoom issues a dated certificate. These certificates are stored as auditable evidence that the organisation has operationalised Art. 4 literacy measures.
